Reparations - who will be left out?

The promise by certain candidates to pay reparations for slavery comes up periodically as lib-left pols try to out-pander one another. In fact, I wrote about it way back in 2002 with the (ISTM) obvious rejoinder that "If Congress votes reparations, everybody will be black."

After all, if the government starts paying black people money basically for being black, then remember a fundamental law of economics: That which is subsidized, increases.

Trust me, when the word gets out that there is free money for black people, you'll be astounded at how under-counted blacks have been for decades. Tens of millions of new black people will emerge with their hands out.

So - what will be the criteria for deciding who is eligible for receiving the money? None of the candidates listed above talk about that. As the Beatles once sang, "We'd all love to see the plan." But we won't. Not now, not ever. No candidate ever panders with an actual plan in mind.
